Angela, this is an Ebony Jewelwing, damselfly. Their iridescent bodies are always very striking. It’s also fun to see how the color changes from blue to green at different viewing angles. They do tend to be shy, making a close approach difficult. It looks like you did get reasonably close. Getting a good picture of something this small with a cell phone is a huge challenge, because of how close you have to get and the limits of the camera and lens. Your post looks like a huge crop, with lots of noise showing as well as very high contrast, with the fully black wings and the almost blown whites of it’s perch. Both the contrast and the noise are exaggerated by the camera’s using of JPG (Jpeg) as the image format.
