I spent last week at the Sacramento NWR complex and caught this Red-shouldered Hawk at one of the “get-out-and-stretch” stations on the driving loop. The rest of the sign indicated that one was not supposed to stray out of the defined zone. This hawk seemed inclined to enforce the rule. I do wish it had been better able to do so as I saw one pair repeatedly get out of their car to photograph even after I reminded them of the rule.
