I believe this is an adult and a juvenile. I may have missed it but they could have been feeding. This is in Southern California where there is a large population of Brant’s Cormorants. One can get very close. This is essentially full frame cropped panorama view. There were some distracting out of focus weeds in the lower part of the frame.

Very cool interaction, David. I suspect this is “billing and cooing” between adults, since the blue pouch is only in breeding season. The detail is superb.
